WHY IS OUTA TARGETING GFIP CONSTRUCTION COSTS?

Our February 2017 position paper raises concerns over substantial over-pricing of SANRAL’s Gauteng Freeway Improvement Project (GFIP). Using information from tenders, presentations and experienced engineers, plus international case studies, we reveal that GFIP may be overpriced by as much as R10bn.

WHAT ARE OUR MAIN ISSUES & CONCERNS WITH GFIP CONSTRUCTION COSTS?

A heavily overpriced freeway upgrade justified the decision to introduce e-Tolls and has paved the way for the capture of another State Owned Entity.

HOW DOES OUTA INTEND TO TACKLE THIS ISSUE?

We are engaging with construction industry oversight bodies and associations including the Construction Industry Development Board (CIDB), the SA Institution of Civil Engineering (SAICE), the SA Forum of Civil Engineering Contractors (SAFCEC), The Public Protector, Treasury and others. We will establish their role, responsibilities and possible actions relating to not only our claims in this paper but also the apparent lack of detailed investigation and action undertaken in relation to known industry collusion.
