2. POSITION PURPOSE
  1. POSITION DETAILS

The holder of this position will be responsible for the successful management, growth and sustainability of the OUTA Local Branch, aligned with the mission and vision of OUTA Local Government Initiative. The successful candidate will engage with the Branch committee on a regular basis. Managing and overseeing branch personnel, supervising branch operations, and ensuring efficient operation on a day-to-day basis. Improving productivity and streamlining branch activities to maximise results and achieve peak performance levels. Grow the supporter base to a sustainable level.

3. KEY ACCOUNTABILITIES
  1. POSITION DETAILS
OUTPUT 1: Municipal Activity 55%
·         Attend Municipal Events including council meetings, Section 80 committee meetings to gather information and identify quick wins and low hanging fruit

·         Scrutinize municipal reports for possible misstatements and possible fraud & corruption

·         Monitor budgets paying special attention to funds allocated to repairs and maintenance, staff costs, own funded infrastructure, Municipal Infrastructure Grants (MIG), Equitable Share and other grants to identify opportunities for OUTA LGI

·         Ensure that all required documents are published timeously on the official Municipal Website and displayed in other public areas eg. libraries

·         Keep abreast of latest information with regards to service delivery issues and identify opportunities

OUTPUT 2: REPORTING – 45%
·         Comply with proper information systems for reporting

·         Weekly branch report submitted to the Area / District Manager

·         Bi-monthly project feedback reports to H/O

·         Compilation of various timelines and project updates

·         Prepare presentations and appear on the Organisation’s behalf.

  • Develop and implement short to medium term plans for the branch
  • Operate within the systems and processes, policies and procedures of OUTA
  • Operate independently on a day-to-day basis
  • Prioritise workflow based on urgency of requests and activities; work within tight deadlines
  • Consult with management teams and superiors regularly

6. POSITION INPUTS

 

Qualifications and Experience:

·         Minimum 5 years’ experience in a management position

·         Qualification in a related or legal field preferable

·         Local Government experience beneficial

 

Knowledge:

·         Working knowledge of legal and local government terminology

·         MFMA, PFMA, Municipal Systems Act, Municipal Structures Act etc

·         Proficient in various software packages eg. Microsoft Office, ProofHub etc.

·         Keen interest and drive to find solutions on local issues affecting service delivery, maladministration and mismanagement by officials and politicians in the municipality
