TRANSPARENCY IN LOCAL GOVERNMENT

Section 32 of the Constitution states that ‘everyone has the right of access to any information held by the state (including Local Government). Public participation can only be meaningful if citizens are able to have access to sufficient information and thereby, are able to hold local government leadership to account.

PARTICIPATION IN MUNICIPAL AND MANAGEMENT DECISIONS

The Municipal Systems Act enshrines the importance of direct
citizen participation: In municipalities’ decision making, election of councillors every five years and community involvement in local government

RULES AND REGULATIONS REGARDING ELECTED COUNCILLORS

A “financial interest” is anything that a councillor benefit from financially, such as an income, ownership of a business or property, or being on the board of a company. By law, councillors must declare their financial interests to the municipal manager for transparency reasons.
