The Organisation Undoing Tax Abuse (OUTA) welcomes the promulgation of the National Skills Development Plan (NSDP) 2030, signed on 6 February and promulgated on 7 March 2019, by Higher Education and Training Minister Naledi Pandor. It comes into effect on 1 April 2020.

The NSDP will work in collaboration with a revived New Growth Path (NGP), which was initially proposed in 2010 by the Department of Economic Development. This policy has now been adopted by the Department of Higher Education and Training to amend the NSDP, with the aim of improving the performance of the Sector Education and Training Authorities (SETAs) by strengthening governance, accountability and administrative systems.

OUTA has exposed multiple cases of corruption at the Services SETA and has been inundated with evidence of corruption and maladministration in almost every other SETA, which is of extreme concern. We continue to engage with the relevant SETA executives during our investigations of all allegations brought to our attention.

“We believe that the revitalised NSDP is a sign of the Minister’s commitment to making these institutions accountable and effective, enabling them to give our youth the skills that they rightfully deserve and that will allow them to contribute meaningfully to the country’s economy,” says Msibi.
